Windows 98 had what most people consider to be a superior viewer (it has a fit-to-width option for example). Find it in C:\WINDOWS\KODAKIMG.EXE. To make it your default, find a .tif file in explorer, use shift-right-click and select "open with"; point to the Kodakimg.exe program and tick the option to always use this program.

While C:\Windows\Kodakimg.exe is a great editor, if you just want to preview, then go Right-Click on a *.jpg or a *.gif file and set it to C:\Windows\Kodakprv.exe. Once this opens up, you will have the opportunity to Edit using the bigger family member of the C:\Windows\Kodakimg.exe, (but don't set it as the default as it takes just a smidgen of time more to load for each photo). However, I'm like you. I want the quick "Next and Previous" Feature of Windows Picture and Fax Viewer. So, I'm toying with trying to get it to work. You might search the web to find: C:\Windows\system32\shimgvw.dll As the "shimgvw.dll" is the key, but apparently it needs a library helper file (and so far I haven't gotten it to work)... I'll post what I've done so far, and maybe someone can see clearly what needs to be done for it the Windows XP Fax and Picture Viewer to work in Windows 98. You can create a text file with the extension *.reg and place this text inside, and double click on the file. Hi, I think I have found a simple solution for those users on win98/200 wishing to 
have windows xp picture viewer.  Its a program caleld XPicture 1.5, download it from 
this link.  Has the look and feel of Windows Picture and Fax Viewer without alot 
of registry modding.

Noticed post is 5 years old..is that right?  Still a question folks have though.  Some basic info.  The viewer program will auto start if any of the picture format files is opened. It is not accessible from the Windows Start but is implemented as a dynamic link library file called shimgvw.dll; there is no executable file

For anyone who chances across this thread, the following information might be helpful.

The program recommended by user JCCheiffy in this thread is not available any longer on the link he mentions. In any case, it appears to be a Windows XP program, and therefore would not run under Windows 98.

The typical solution to the problems which dog Micro$oft's Windows Picture and Fax Viewer for Windows 98 is to uninstall it, because fixing the problems it suffers from is not worth the effort. Instead, install the image viewer IrfanView, which runs fine on Windows 98/ME (I use IrfanView v3.98 on Win98SE), available from http://www.irfanview.com

It comes with a mind-bogglingly large number of plugins, each of which supports a different image file format. Some of these will even play audio files (e.g. mp3's) or video files (e.g. AVI video).

IrfanView is available without charge; but optionally you might like to make a voluntary donation of $10.

On the separate question of how to make a Windows XP application (such as Micro$oft's Picture and Fax Viewer) work in Windows 98, there are two approaches.

On the one hand, some WinXP software can be enticed to run in Win9x by installing the Microsoft Layer for Unicode. This is a single .dll file named UNICOWS.DLL that supplies certain Unicode functions not included in Win9x. The only requirement is that it must be copied to the directory in which the WinXP program in question resides (as it can't supply system-wide Unicode support). You end up with a lot of copies of UNICOWS.DLL but at least there are no Registry entries or other settings to complicate matters.

On the other hand, some WinXP software can only be induced to run on a Win9x system if you install KernelEx on the Windows 9x system, which replaces KERNEL32.DLL (the living heart of Windows 98!) with a new version of that file which includes support for some routines ("function calls") needed by WinXP, that Win9x doesn't ordinarily have.
