Did you unzip and extract ALL of the files to a temporary folder then go to that
folder and right-click on the .inf file & select 'install'? If that doesn't work
try installing MS Powertoys. It has that send-to-anyfolder context-menu feature too.

When it asks for the disk click browse and point it to the folder that you unzipped
to.
