What happens when you use the keyboard shortcut Alt + Tab keys together? It should
bring up a box with icons representing each open application and the title of each
one in the lower bar. You can tab through each one and let go and that window will
pop up in the foreground. If thet aren't there then try running SFC and scanregw
to see if there are any corrupted system files or registry entries.

Betty: just to recap;
1. the link below (after your text) was the contribution by MS.
2. the Alt+Tab keys enable program recovery for some folks.
3. run MSCONFIG and look for an entry called 'pmedia' in the startup tab.
disable it and reboot and the taskbar should return to normal.
4. search for OTMS.EXE in C:\program files\common files and rename it otms.old
let us know if you find a solution...
