Question about 'Customize Your Keyboard Mapping'

I have a question about Customize Your Keyboard Mapping:

Are there any programs that would let me switch my "/" key into "?" by default, instead of the way the keyboard is laid out? I never have to use /, but I frequently accidentally type it when the character I really want is the question mark. I've tried the remap program featured in the article, but it only lets me remap specific keys. Any help would be appreciated.
