How do I deactivate the Properties Settings in order to prevent users from changing
the desktop wallpapers in Properties Settings?

As always, before editing your registry, always backup it up first!
Use this to hide the Background tab under Control Panel >Display, to prevent
users from changing desktop background and wallpaper settings.
Hit Start, click Run and type Regedit {enter}. Navigate down to:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System
Edit/create the value "NoDispBackgroundPage" (DWORD value) and set the value
to "1" (without quotes) to hide the Background tab. To re-enable the tab, set the
value to "0". The setting will take effect immediately and does not require a reboot.

You will find plenty of Registry tweaks at WinGuides.
Also, here's a program that's pretty handy: DeepFreeze

Ok, evidently the problem is my end. I periodically
visit there, but more or less gave up on it. Time to
review my hosts file (Ispeed managed) I suppose... Thanks.

Thanks -- I followed your link and finally figured out how to reverse the last effects
of a recent trojan/spyware attack. It had created a "wallpaper" registry line and
set it to c:\wp.bmp (a blue windows-error-mimicing page, telling me to run any available
spyware program... a phony version of which had been conviently installed as a dsktop
link), and then set the NoDispBackgroundPage registry to 1. So, even once I found
and deleted the wp.bmp file itself I couldn't switch the wallpaper to anything else,
and couldn't even access the "desktop" tab in the properties menu. Now all's well.

THANK YOU! Had a problem with my background tab that disappeared, and this fixed
it. You are now my all-time favorite person - well, for the next 5 minutes at least.
