Question about 'How do I stop a program from running whenever I start Windows?'

I have a question about How
do I stop a program from running whenever I start Windows?:

I have several programs that re-appear in my system tray after every restart of Windows 98 (notSE). I have used the MSCONFIG tool and unchecked these items in the Selective Startup list of startup items but each program re-appears anyway and adds itself to the list again, time after time. Curiously, my Windows Explorer does not display a Startup Folder inside my Start Menu Folder. The only things in the Start Menu Folder are shortcuts to 10 programs. So, I have these questions: 1: where is the Startup Folder if it is not inside the Start Menu Folder; 2: Do these shorcuts do any resource consumption if they are in my Start menu Folder (shorcuts are only shorcuts, right? Their targeted programs only run when the shortcut is clicked upon, otherwise it-the shorcut-justs sits there, right?; 3: Anybody have any 1st hand experience with programs that "police" the windows registry to prevent stuff from loading at reboot? Thanks for your thoughts on all this!

Go to Start>Programs>startup if they are listed there they will turn themselves back on at the boot. If so delete and then go back to msconfig>start and uncheck again then reboot when asked..jackha

Right click the start button - choose open - double click the Programs folder - scroll
to and open "Startup" folder.

Any program that is in your startup, is constantly running in the background. They
do consume resources. In most programs, you can check in the options/preference of
the program itself to choose not to have it run when Windows loads.

Thanks, everybody! I very much appreciate your responses to my post. Permit a few "post-scripts": My version of Windows 98(not SE) does NOT show any other folders in the Start Menu Folder within the Windows Folder when viewed in Windows Explorer. Many references seem to suggest that it should! So I spent much too much time searching for it. Why not just refer to it as the folder titled "startup" in the list of Programs that you see when you point to "Programs" from the menu that pops up after clicking on the "Start" button? Probably because if someone has a long long list of programs it would be a royal pain to find the folder since this list is not alphabetical. Why would this "startup folder" not appear in Windows Explorer as a folder within the Programs folder? I don't know? The folders within Programs are alphabetically listed so I should see it, right? Well, to conclude, I did find the elusive StartUp folder within my very lengthy list of Programs, right after GlobalSCAPE and right before KodakpictureCD. Two programs that were annoying me by constantly starting up at boot were there and I right clicked on each to delete. I got some sort of message saying that I could not delete either of them. The programs were gator and gain which is "spyware"that you get with gator nowadays, like it or not. A third program, AIM+, was not there. It is loading from somewhere else and continues to do so and simply adds a new check box in the list of Selective Startup Items in MSCONFIG every time that I "uncheck"it. But this behavior has ceased for the other two once I restarted Windows. And both were gone from the StartUp folder too despite that message! Again, thanks, and a special thanks to Paul D for taking the time to answer all 3 of my questions. Have a great weekend.
