Question about 'Speed up system restart'

I have a question about Speed
up system restart:
Hey, I didn't know how this was suppposed to work...sorry .
My question is how to get the computer to not scan the A: drive while shutting down.
It does it when shutting down and restarting. I have gone to the bios and turned
off boot from a:drive so that end is taken care of but it's the shutting down end
that stil scans the drive and wasts time.

certain software will cause an A: drive scan at
shutdown (Like Norton Antivirus...)
It is not necessarily Windows...
and what's the hurry ,anyway ?- an A: drive scan
takes at most 3-4 seconds....
wastes time..???
What wastes time is waiting for unnecessary programs
to reload...
Check your msconfig>startup tab settings for
programs/items that don't need to be loaded at
startup(restart) and oyu might save yourself a few
"seconds"...

This may be what you're looking for.
If you think Windows 98 takes too long to boot, you can remove the built-in two-second
delay in the OS's start-up sequence.
Here's what you need to do:
Under the Start button, select Find/Files or Folders.
Enter: msdos.sys in the Named box and C: in the Look In box. Then click Find Now.
When the file appears, right-click it and select Properties from the pop-up menu.
Click to remove the check marks from the Read-Only and Hidden attributes, then click
OK.
Right-click msdos.sys, select Open With from the pop-up menu, enter Notepad as the
opening program, and then click OK.
Under Options, enter BootDelay=0 or BootDelay=1 on its own line. (This represents
respective delays of zero seconds and one second, both of which are faster than the
default). Close Notepad and save your changes on the way out.
Return msdos.sys to its hidden, read-only state. (Right-click it, select Properties
from the pop-up menu, and check the Read-Only and Hidden check boxes. Then click
OK.)
Quit and restart Windows.
Warning: Any time you make changes to your SYS files, it's a good idea to back up
your important files and have your original Windows disk on hand in case you need
to reinstall.

After all, his question is specifically pertaining to speeding up the restart of
his OS, is it not?

Try removing the Generic Floppy Drive entry from Device Manager and reboot. (This
was listed as a suggestion to a problem with random floppy drive searches on this
website. Might work, might not.)

Something else to check regarding the A: drive search. Open 'System Properties' by
right clicking 'My Computer' and selecting 'Properties' from the menu. Click the
'Performance' tab and then the 'File System' tab. Now click the 'Floppy Disk' tab
and be sure 'Search for new floppy disk........' is not selected. This should only
effect bootup.

Try this..
click the Start button, select Restart in MS-DOS mode then OK.
In the C:\windows prompt type win
C:\windows> win
Another version of this is by holding the SHIFT key while rebooting your system..
its like bypassing the BIOS startup..

Computer accesses floppy drive for a few seconds during shutdown or restart
Situation:
When shutting down your computer without a floppy disk in the floppy drive, your
computer may attempt to access your floppy drive for a few seconds before continuing
with the shutdown process.
Solution:
Norton AntiVirus is checking your floppy drive to determine if a disk is inserted
so that it can be scan for malicious code.
To disable this function of Norton AntiVirus, follow these steps
Launch Norton AntiVirus (click Start>Programs>Norton AntiVirus> Norton AntiVirus
2003 or Norton AntiVirus 2004).
Click Options.
Under the System heading, click Auto-Protect.
Select the Advanced option and uncheck "Scan floppy disk in A: for boot viruses when
shutting down."
Click OK.
The next time that you shut down your PC, the prolonged disk access should not happen.
