See if this article describes/fits your situation:

well you guys seem to be doing this the hard way from what ive seen so far. what ive always done to get rid of startup items is just go to: start/run/ and then type "msconfig" then go to the startup tab. this is also a useful window to change many other settings that are discussed in this site.

This solution worked for me

This solution solved a long-standing problem I've had in Win98SE. To add a little bit to Microsoft's solution, this also can be an issue if you're using IE versions later than 5.0 (I'm using v6.0.2800.1106, for example, and that was still my problem).

MSConfig is not the do-all and end-all of solutions. I can say with certainty that MSConfig didn't solve this problem for me, but the registry mod mentioned above certainly did. The Startup tab of MSConfig will give you quick access to quite a few things (the Run and RunServices registry entries, for example), but if your problem isn't coming from there, MSConfig does nothing for you.
