Nothing in-built, but there are heaps of third-party pop-up
stoppers available. I use POW!Or you could use Mozilla as your browser - it has
an inbuilt pop-up stopper.

I use POW myself but it can be annoying having
to 'add' each pop up windows. There's gotta
be a better way for Windows98 users to deter
pop-up windows. Any suggestions?

I tried a third-party pop-up blocker but its filtering was so slow that no time was
gained - and specifying "legit" pop-ups to allow was a tedious procedure. I reverted
to being abused by those dratted windows, closing them closed as quickly as they
would appear, often closing by mistake the Web page I was trying to read. You surely
know what I mean.
Six months ago I downloaded the Opera browser to try it out, keeping Netscape as
my primary browser and risking the insecurity of IE for those offputting sites that
will not work properly with anything else.
I found Opera to be faster than Nestcape or IE and to have many useful and convenient
features - including a setting to allow or block pop-ups that can be changed on the
fly just by pressing F12 and clicking on the option. It stops pop-ups completely
transparently and without delay; it is like browsing in the good old days before
pop-ups. I have only seen three advertising pop-ups in the past six months, and that
only because after allowing pop-ups for a legit pop-up I forgot to turn the feature
off immediately.
Legit pop-ups are usually enlarged pictures called by clicking on a thumbnail, or
a box with additional or side information called by clicking on a button or link.
When pop-ups are blocked, clicking on such thumbnails or links produces nothing.
At first I would be puzzled by the lack of response before remembering the link might
be for a pic or text in pop-up format; now I have the reflex, when clicking produces
no instant response, of hitting F12 and clicking "Accept pop-up windows". Actually
Opera has a setting whereby placing the pointer on a link displays the link address
under the pointer and in the case of pop-ups that contains "javascript" and "popup",
so one can be forewarned.
For this and other nifty features, and good and well explained security settings,
I have made Opera my default browser.
