On 12/13/02, I received the error on Explorer.

Explorer this program has performed an illegal operation.   

Under Details   XTUDATE.DLL AT 1017F:03801 cbe was listed, with a host of other comands.

I tried to access MY Computer, and received the same error.

I tried access Control Panel and received the same error.

What process must I use to fix this error?

That's referring to the Xupiter homepage hijacker. To get rid of it....

Download and run SpyBot Search and Destroy: 

SpyBot S&D

It looks for spyware, but also targets dialers, keyloggers and much more, and it's 
freeware. After installing, go to the Online tab, and search for and install all 
updates. 

Next, go to the Settings tab > File Sets, and uncheck 'System Internals' and 'Tracks.' 
You can always experiment with them later on. Just scan for the spybots for now. 
After closing your browser, run the scan, then click 'Check All', and have SpyBot 
remove all it finds. 

Note: SSD will sometimes not be able to remove all active components on the first 
'fix'. You will then get a dialog asking you to run SSD at next start. Click yes 
and reboot. SSD will then come up before the system puts these components 'in use'. 
You will then be able to 'fix' everything.

Then check in these keys and remove these restrictions, if there. First choose Registry 
on the toolbar - Export registry file - in the named box type: backup. This will 
export the file to your desktop. Be careful not to remove or change anything else! 

To reclaim your Internet settings option, open Start>Run and type: regedit in the 
box. OK. Navigate through the sub folders of HKEY_CURRENT_USER\Software\Policies\Microsoft\InternetExplorer 
and HKEY_LOCAL_MACHINE\branch. Look in the right hand pane for these values;

Restricted
Control Panel

If you have either, right click them and delete. Next, go to HKEY_CURRENT_USER\SOFTWARE\POLICES\MICROSOFT\INTERNET 
EXPLORER\RESTRICTIONS. If you find a value called NoBrowserOptions, delete it.

Save and exit. Reboot for changes to take effect.
