Win98: Desktop icons and Task Bar do not appear upon startup

I have a question about How
do get the taskbar and desktop back if Explorer crashes:

My computer had been running normally the night before and was shut down properly. I turned the computer on in the morning, everything seemed to be working fine, but all that came up after startup was the desktop wallpaper and no icons or task bar. When I did a ctrl+alt+del, the End Task window showed no tasks. I subsequently did a ctrl+alt+del again to restart and did so in Safe Mode, producing the same results. The day previous, I did not do anything out of the ordinary, except installed a CD Rom kids game (don't know if this would affect the performance.) I did not open/nor receive any unknown "mysterious" e-mail either. I have consulted with an other newsgroup and had been suggested to: 1) "Restore a backup copy of the registry using ScanReg." -I tried doing this for the previous 2 days, with no results, on my third attempt, the "...operation failed." 2) "Restart the system and hold down the CTRL key while the system is booting. This will take you to the Boot Menu, select Command Prompt Only. Now type Edit C:\Windows\system.ini and look for shell=progman.exe. If found chance to shell=Explorer.exe then save and close." - I found shell=Exploerer.exe in system.ini I have looked through the other postings, but am not sure if my explorer.exe is corrupt, my computer has a virus, or if I should just reinstall my system altogether. Before I proceed with anything drastic, I will also need to know how I can backup my existing data...

That shell=Explorer can be replaced temporarily with either Winfile.exe shell or
Progman.exe. These instructions are for Winfile and will get you in, so that you
can replace Explorer with a new copy. That may be the problem, but I would think
you'd get an error message. It won't hurt anything to try.

You need to extract a new copy of Explorer.exe. You'll need your OS CD handy, unless
you have Cab files on your hard drive, normally in C:\windows\options\cabs.

First, you'll need to edit 'system.ini' in DOS to temporarily replace the Explorer
shell with Winfile. Then you can access your start menu. Boot to the command prompt.
At the C:\> prompt (press enter after each line) type:

cd windows
edit system.ini

Now change the shell=explorer.exe to shell=winfile.exe

(Alternatively, you can place a semi-colon like this: ;shell=explorer.exe Then hit
enter and add the shell=winfile.exe line. Then you'd go back and undo, once you're
finished.)

>>> press Alt+F together to access the File, Save and Exit menu and save the file
and exit.

>> Do a ctrl-alt-del to reboot.

>> Once in Winfile, click File - Run, type: SFC then click OK. Choose to extract
one file from disk. File to extract: Explorer.exe (either point to the location of
your CAB install files or your Windows CD, whichever the case). Location to extract
to: C:\windows

Hopefully, you'll get a message saying the file has been successfully extracted.
Before exiting and shutting down, click File > Run again and enter system.ini so
that it opens in Notepad. Edit the line back to shell=explorer.exe Then reboot, and
a new copy of Explorer.exe will be in place.

Claudine:  another possibility;

FUNLOVE in Disguise - PE_BRID.A (Low Risk)

upon execution, PE_BRID.A kills all instances of EXPLORER.EXE from memory causing
the Windows Start bar and the Desktop Icons to not display.
it also drops five files - four of which are copies of the virus PE_FUNLOVE.4099.
the remaining file that is not a copy of PE_FUNLOVE.4099, is an Outlook Express Email
file that is used by the virus as a template for sending email messages.

it also adds a registry entry so that its copy executes when the infected system
is restarted.

for more info, see the link below after your text.

I have the same problem and it DID start after installing DirectX and restarting. I was installing the Visioneer MX230 digital camera drivers which i had just bought. After installing the drivers it prompted me to install DirectX which I clicked Yes to. I restarted and the trouble began. Suggestions?

I am having the same problem with my computer. Did you ever solve this problem? The most recent program I installed was Navigator 7.1. Then a week later, this problem comes up.

Well, first I tried the suggestion of replacing the shell=explorer.exe in system.ini with shell=winfile.ini. I was surprised when that worked- well partially. Instead of just having the wallpaper, a program came up (winfile, i assume) that allowed me to browse [the Windows way, as opposed to DOS] through my hard drive. I was able to replace the explorer.exe file from the Win98SE cd by opening a program called SFC. The details were listed above i think. Explorer did work, but many programs would not run... In any case, I still had these other problems so I followed the suggestion of another helpsite to just reinstall Windows by simply setting the BIOS to boot from the CD and then running the Windows setup. So far all is good, if not better. Nothing got erased etc. I did have to reinstall the drivers for some devices. In order to get my monitor to display in 800x600, I had to reinstall my display drivers for my video card. I thought reinstalling Windows was supposed to be a last resort, but to me it did not seem bad at all- it seems to have cured some other problems that have accumulated over time too.

Sometimes that's what it takes is to reinstall over the top. Other times, just replacing Explorer.exe solves the problem.

Hi Cathy, it would have been better to post a new message, since this thread is so
old. That way, others will see your post and may be able to help. I'm posting step
by step instructions, since I see they weren't included in my post. If this doesn't
work out, please post a new message and provide as many details as you can on your
situation. You haven't said why you're doing this. You may need to do something else.

Using Winfile isn't the only way to do this. It's a long way, but not difficult.
There's a way to do it in MS DOS from the command prompts. If you've still got the
Winfile shell loading and haven't changed things back, you may as well try this.
Step by Step.

Insert your Win98 CD rom in your drive. Select START\RUN, type SFC in the 'Open'
box and press enter. When System File Checker opens, select 'Extract One File from
installation disk'. Now enter EXPLORER.EXE in the search box and press enter. When
the 'Extract File' window opens, the 'Restore From' box should be set to your CD
rom drive letter as X:\Win98. The 'Save file in:' box should read 'C:\Windows'. Now
select 'OK' and follow the prompts.

OR to restore from CABS 'Restore From' from should be: C:\windows\options\cabs.

I'm having the same trouble as Claudine where desktop icons and the taskbar do not appear at startup in Win98SE. The problem seems to be with explorer which causes a fault in browseui.dll. I've replaced explorer from the Win98SE CD but it didn't make any difference. Claudine solved her problem by re installing Win98SE. I would do this only I have two Operating Systems ie Win98SE and WinXP. I cannot reinstall Win98 without reinstalling WinXP first (something to do with the boot). Has anybody got any information that could help me because the thought of losing all my files on XP and 98SE is awful. I don't have the problem of accessing Drive C (Win98SE) because I can do quite a bit through XP. I've tried fiddling with the ShellIconCache without result. I hope somebody can help me. Thank you Marian

I had this problem on 2 boxes, it wasn't a virus or the DDM adware problem. This
is how I resolved it.

It wasn't the registry
It wasn't a virus
It wasn't adware stuff.
It wasn't a faulty hard drive.
Hopefully you have an Internet connection to do this.

Boot Command Prompt only.
CD WINDOWS
EDIT SYSTEM.INI
Change shell=explorer.exe to shell=winfile.exe
ALT-F ALT-X (Save and Exit)
Boot Windows normally
Click File, Run C:\Program Files\Internet Explorer\ie6setup.exe
Download and re-install Internet Explorer.
Boot to command prompt and change your system.ini
file back to shell=explorer.exe

This isn't documented anywhere I have found but it resolved my background only and
no icon/taskbar problem.

If you don't have an internet connection to do this,
manually run Ie6setup.exe from a working computer,
click custom, click adavanced, choose download only and choose all options. Burn
this folder to a CD and copy to problem computer in WINFILE.

Good luck, was a painful 2-3 days internet search for me without a resolution, but
the above fixes it.

This is a bit dated given the dates of the discussion... but I wish to give CCN a great big THANK YOU! for the information provided. I just had the same problem... paid a computer expert to fix it the first time (in 2003, took him quite a bit of time to figure out it was iexplore) but I'd forgotten that iexplore was the fix.... Yes, it happened again about 18 months later (last weekend), and I've restored explorer, all other seemingly corrupt files (setupx.dll?), but to no avail. The fix given by CCN did it for me. PC (win98SE) now up and running... thanks CCN! by the way, in my case, did not have internet connection, but ran ie6setup from within winfile, it asked me if I really wanted to load an older version of Iexplore, and I said yes.... then the rest worked for me. Good luck to anyone else lucky enough to find this message among all the advice on the web.... none of the other 50 suggestions I tried helped.

Hi, CNN! Your solution helped me get a computer running for my teen daughter who has a form schizophrenia and needed the outlet of having her own computer running again. You are a life-saver in my household and I just wanted to thank you! David~
