Question about 'Go Directly to Device Manager'

I have a question about Go Directly to Device Manager:

For years I have had this shortcut on my start menu and it has worked without a hitch. Now all of a sudden the shortcut ends up opening the Control Panel. I have checked the integrity of the shortcut, deleted it and added it again, but nothing changes the outcome. It opens the c/p in a separate window. Anyone have any ideas what may have happened? Thsnks for any replies.

In windows xp, microsoft reconfigured the dll file that responsible for runing the device manager and it's affiliates/funnctions?. their is an option of running the device manager: "rundll32.exe devmgr.dll DeviceManager_Execute" So if you can tweak it (try to find all the function, not just the DeviceManager_Execute) you can run anything related to the devmgr.dll / Device Manager. see http://members.fortunecity.com/xpdevicemanager/ for a usage of this feature.

I thought I was asking this question in the WIN98 forum. I run Windows 98, so there is no devmgr.dll file on my system.
