If MSN Messenger isnt in the Startup menu, then the Setting will probably be in the
Programs Setup/Settings/Options or whatever, so open MSN and check the settings for
something like "Start with Windows" or similar.
ICQ window, click on the "Main" button there, then select "Preferences", then click
on the "Connections" on the Left of that window, in the "General" window, look for
"Launch ICQ on Startup" uncheck the box, click Apply and OK it.

Messenger is listed as msmsgs, but just unchecking it in msconfig won't help. In
addition to the previous suggestion, you need uncheck "always allow this program
to run in the background."

You can remove it from the windows registry if it is in there. HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Run
