Reboot may be your only option. Restore Active
Desktop doesn't bring back all your icons in the tray
and refresh won't do it. Maybe someone else has
found a way, but if it crashed you may be better off to
reboot and run Scandisk anyway.

To bring up a taskmonitor to switch to other apps go to Start/Run/Open and enter
Taskmon.exe. and then OK.

But my desktop goes completely blank so I can't get to Start.

Don't you have a flying Windows key on your keyboard between the Ctrl and Alt keys?
That should bring up Start menu column. If not then you should run SFC (perhaps in
Safe Mode)and see what system files have been corrupted.

Rather than referring to that Annoyances article, why don't you post your exact problem.
If it was caused by something changed on the system, what was it?

I find that with 9x, if Explorer crashes, a reboot is the only way to get things
back to normal. Unlike NT 5x, which recovers very well from an Explorer problem,
Win9x crumples into a heap and refuses (sometimes) to do anything at all *fume*.
I just couldn't take it anymore (especially when it happens while I'm online), so
I upgraded OS.

OK, I will raise another question but I can't trace this to anything that I specifically
changed on the PC, for some months I've been getting Explorer crashes.

Type explorer
