Try moving your cursor to the bottom of the screen or where you last saw your task bar and see if you get a double arrow. Check the sides of the screen or even the top of the screen. If you see the double arrow, while viewing the double arrow, hold your left mouse key down and raise (drag) the task bar up to the size that you want.
