Dll hell seems to be cause by installing tweakUI

It's a nightmare---there are so many programs and programletts that refuse to work because someone stomped on their dlls. QUOTE: from a windows tech discussion program: Hank's headache was caused by a common DLL demon: a rogue install program that doesn't check versions before it copies DLLs into the system directory. Had that install program compared the existing version of MFC42.dll with the installation version, it would have skipped loading MFC42 and not caused his problem. I call this Type I, or replacing a DLL with a previous version, DLL Hell. This is a very common problem for Windows 9x users, especially those who download free software or copy programs from friends. Modern professional software doesn't cause this problem because it always checks versions before stomping on DLLs. It looks like TweakUI did this to me. Someone please defend it if you think it isn't true. And how do I uninstall TWeak?

I've read your other post also Jay. It's not TweakUI that caused your problems. I
would say your system is infected and regardless of any onboard AV program, run an
online Virus scan!

TweakUI is a semi-official Microsoft product, and is one of the most widely used applications in the world. It is NOT responsible for your problem.
