Well, in my registry [ME] the value is set to "NO" and I still get a scrolling start-menu. 
Ah well.

Mac, on my Win98SE, I had to use the word False, to get the side-by-side option. 
Beats me but No' wouldn't work!!!!

Here's the best hack.

I have a registry hack which adds this option as a toggle on/off switch in Windows Explorer.

After applying the Registry edit, open Windows Explorer and select View, then Folder Options, then the View tab.
Scroll down to the entry "Multi-Column Start Menu Style" and place a check in the box beside it. Click Apply. Click OK.
Un-checking the box, or pressing Restore Defaults, will put your Start Menu back to the Windows 98 (or Internet Explorer 4) style after Clicking Apply and then OK.

I'm not keen on posting a .reg file here because of the vagaries of the forum script, but if anyone wants it, please send me a message and I'll email it to you.

Here's a version with the option of a check box in Folder Options, you can then turn 
it on or off at will. Copy and paste this into NotePad, then save it with a .reg 
extension and merge it into your Registry.
