The original article (Disabling Internet Integration) states that "There's nothing dangerous about using this program; it simply contains about a dozen changes to the registry". In which case, why not simply provide a .reg file (or pair of them) for the same purpose? Such a text file can provide education with inline comments and is far less risky than an opaque .exe program, for paranoid people.
