There is no such command.
This might relate to the name given to a dial-up host. Exactly WHERE did you see
instructions to type this command?
Please be more specific about your desire to set up dial-up networking. As it stands,
your request for help doesn't tell us much.

Lol, my apologies, I was tired ;)
I am trying to access a network of my friends (with his permission).
I have managed to connect successfully. But what do I do from there?
He told me to use the \\serverroom command in IE to access files etc. Thus, it didn't
work.
What do I do to access files etc.?

He meant "Windows Explorer", not "Internet Explorer".
You can right-click the Network Neighborhood and map a drive letter to your friend's
computer.
