I have a question about Restart Windows without Restarting your Computer:

Ive been using this shortcut for sometime now but for some reason (I didnt see anyone mention this exactly I dont think) for no reason, certain systems will hang when you do it, either hang with the blinking _ or "Windows is Restarting..." and never boot back up. Whats the deal?

Power management (APM) settings can cause problems with any shutdown shortcuts. Try 
these desktop shortcut tricks.....

Create 
Shut down/Restart/Log Off Windows Shortcuts (98/ME)

JmC, Will that shortcut produce the same effect as holding the Shift key down or is it just a shortcut for a regular restart? Thanks
