Question about 'Get rid of Shortcut Residue'

I downloaded Tweak UI but could not get it to open. At 1 time Tweak from my 98 CD worked. After downloading some security updates from Microsoft, the arrows came back. Now when I use the CD, it seems to skip over the config part of installation.

I'm sorry I wasn't clear. By arrows, I mean the arrows that appear on my desktop shortcuts. By installation, I mean installing the TWEAKUI which I got from the WIN98 CD. It seems to skip over config during the installation. When I downloaded TWEAKUI from this site, I could not get it to open. What am I doing wrong?
