Windows Update is Continually Unavailable

I have a question about Downloading
Windows Updates:
For the past couple of months whenever I try to run Windows Update on my computer
(Windows 98) it puts up a screen telling me the service is temporarily unavailable.
Any suggestions are greatly appreciated. Thanks.

Have you checked your security settings to see if they're too high? (Tools, Internet
options, Privacy--set it to medium). Are you blocking cookies from being placed on
your computer? That's where I would start...maybe someone else will have more ideas.
