Comment and Question about 'Customize the Start Menu Button'

I have a comment and question about Customize the Start Menu Button:

Comment: With regard to modifying the Start button, several people have suggested various editors. I’m sure they will do the job but tend to not be generally available. One that people are more likely to already have is Norton’s DISKEDIT. It’s a DOS based editor that is supplied with the Norton Utilities and, in fact, is the historical basis of the Utilities. Just don’t ask Norton for any assistance. They appear to be nervous about people using it to fiddle with their systems and have a strict “no support” policy. I use it for a variety of purposes, among them tweaking the Tomb Raider savegames to relocate Lara to otherwise unreachable places. :

Question: In a quick look I couldn’t find the source of the Windows icon on the Start button. Is it also possible to change it? The only place that I could find that icon is in USER.EXE but I don’t see any reference to it in Explorer.
