Question about 'Why can't I start Windows when I boot from a floppy?'

when switching on computer it loads up so far then a message saying "one or more
of your disk drives may have developed bad sectors press any key to run scan disk
with surface anaylsis on these drives...."
then when l press any key it goes onto scan disk, it gets to 17% pauses and then
says "scan disk encountered a data error while reading cluster 5238. scan disk will
try to continue past this error when scan disk offers you to perform a surface scan
on this drive choose yes"it remains at 17% still, even when trying to start in safe
mode it still says the same thing,
could anyone give me some advice or help
would be really grateful

Try that scan in DOS-see what happens.
Restart pressing & holding down the ctrl key.
From the menu-select command prompt only.
At the prompt type scandisk. From experience i can advise if you can get your hands
on a Norton System Works installation CD-Run Norton Disk Doctor directly from the
CD.

Start From the MSDOS PROMPT. NOT a Floppy.
While starting the P.C., hold down the CTRL key.
An Options Window should pop-up giving you options
of how Windows could start.
Choose: "MSDOS PROMPT only".
From C:\ prompt Type:
Scandisk C: /SURFACE /AUTOFIX
If it does not open, type:
CD Windows\Command
then type the Scandisk again.
Works much better than Windows Scandskw.exe
at fixing problems.

why can't I perform a scan disc on my "c" drive ????

Why can't I perform scan disc on my c drive?, it keeps restarting and gives me a
message as follows;
attempted ten times to start scan but due to other files or programs loading try
again latter {i'm paraphrasing}the thing is there is nothing loading at that time??
PLEASE HELP!!
