I am trying to install a program but a message keeps coming up that it has been cancelled due to restrictions in effect on this computer please contact system administrator! - how do I turn off this restriction?

You don't turn a restriction off, unless you're the sole owner of the computer. Is it yours?

Yes the computer is mine and not networked or hooked up in any way to any other system

What's the name of the program you're trying to install? Since there is no admin on a standalone PC, it's likely a browser hijacker. Do you scan for spyware on a regular basis?

The program is moniter or video settings from compaq's website for presario 1685 .....sp14518.exe - it is to restore the moniter settings as 98SE has just been reinstalled and the problem had ocureed before internet connection (new version of 98SE) Thanks for replying!

You're welcome, but I don't know what's up with that. I guess, I don't understand 
why you need a program to restore monitor/video settings. Didn't you get the drivers 
for your Video card from the mfgr.(Video) website? 

Other than that, maybe you should contact Compaq, or is it possible you got the wrong 
program? Maybe someone else knows what you're referring to. Sorry, I can't be of 
help.

Yes What happened was I re installed windows and the monitor went back to default (16 color) settings and the program to restore correct settings (that I got from website) will not open as the "administrator"restricts it

The color settings are related to your video/graphics card. If you didn't format 
the drive, before you reinstalled, the drivers should still be on your hard drive. 
Also, the correct Video make/model should be listed, when you go to change it. You 
need to know the name of the mfgr. for your Video card. Reinstall your Video Display 
drivers. 

Right click the Desktop - Properties - click Settings tab. Click Advanced Button 
- Adapter tab - Change button. Click next in the wizard - select "show a list of 
drivers" Next. Wait for it to finish "building a driver information database."

In the new window, select "show all hardware." If it lists the correct Video card 
make and model, click Next and finish it out. If it doesn't, then select your video 
card maker, and the model in the right pane. Click Next and finish out; restart if 
prompted.

Otherwise, you need to find out the make of your Video card and locate the proper 
drivers at the manufacturers website.

Also, if you have to logon everytime you load Windows,
this may have something to do with it, I could be wrong,
however, systems with 98 that have multiple user accounts  may
have settings with different Property settings.

I, to have a presario 1670 that I have tried (in vain) to get the video drivers for. (The System Restore CD's don't work otherwise I would use them) I have downloaded the file sp14518.exe to a number of different computers and still I get the message (on 2000 or XP... this is not a valid Win32 application) or just the error that was initally mentioned here on a Win98 computer. I contacted HP/Compaq and they said it works fine...NOT.... the tech said and I quote "This particular softpaq will work only in Windows 98 system and 98 applications are not compatible with XP." I tried to explain to him that XP will not even run the program w/o giving the error.. yes I do know it's for a Win98 computer but the program should still launch!!!! .... DUHHHHH It may be that the file is corrupted on their FTP server I don't know. I have searched another source for these drivers and have drawn a blank... anyone???? HELP!!!!

We have the same problem mick and I tried for days to find out why. Alas, I did now. The file you download on the compaq website is corrupt. try using this ftp site from compaq. ftp://ftp.compaq.com/pub/softpaq/ Just search for the file SP1213S.exe and install it in your laptop. Let me know how it goes.
