Question about 'Now that I've moved my taskbar to the top of my screen, I keep losing the titlebars of my applications underneath it!'

I have just been through a siege with my husband's computer. The START button, along with the programs list suddenly migrated to the top of the screen and the bottom half of the screen was covered by a blank no-man's-land. I tried going into display in the controls, appearance, and anything else relating to desktop, and nowhere could I find any option to move the START button to where I normally had it. I tried dragging, and that didn't work. Then, after a while, it rearranged itself again, and the START button was now happily ensconced in the upper right hand corner of the screen, while everything that had been in the bar across the bottom was vertical on the right, but I managed somehow to banish the blank area, which covered half the screen. The next morning it seemed to have moved again, and I tried dragging it again, and this time I got it back to its original position, but I would like to know how one manages this. Other, older programs I have had allowed me to arrange the desktop task bar and Start button any way I chose. What am I missing, here? Thanks for any suggestions.

The only way I know of is dragging it. Make sure no programs are on the taskbar, or drag from an empty spot on the taskbar. You won't be able to drag if there isn't an empty space. Don't know if that is the problem but it's a thought. Also run a scan for malware and virus.
