At the 10% mark, defrag is "optimizing" your programs for faster startup.
This is using info in a hidden folder called \Windows\Applo maintained by a program
called TASKMON.
If you are running a relatively fast PC and harddrive, the benefits of this are little.
I would suggest the following:
Start > Run > MSCONFIG > Startup tab
and UNselect the program TASKMON.
Then, reboot and run EXPLORER
Browse to the folder \Windows\Applog (ensure that you have the option set to Show
All Files).
Then, select all files in this folder and delete them.
Then, install the WinMe version of Defrag, which is substantially faster than the
original 98 version.

This has always worked for me...and I had the same problem as you before. (The suggestions
submitted by others are fine too. This is just another choice.)
View your running programs by using Ctrl/Alt/Del. Highlight and "End Task" everything
except Explorer & Systray. Then just go and use your defrag tool. It'll work. If
you haven't defragged in a long time it will take a while. The more often you defrag
the quicker it is to finish. Bob

The GeoDisk2 Program, will Auto-Run Scandisk and Defrag for you. GeoDisk2 will perform
a System Cleanup, turn off Running Programs, then Auto Run Scandisk and Defrag. When
finished GeoDisk2 will Reboot or Shutdown your computer.

This is the most-asked question here (about 3 times a week).
I wish the Webmaster would put a giant link to the solution
on every page on the site.

To expand on what Bob has said:
Defrag (or Scandisk) Stalls
Anything that tries to write to the disk will change the disk.
Any changes to the disk will require Defrag or Scandisk to restart from zero.
Shutting down any programs that might try to write to the disk
is one way to avoid this.
(Anti-virus, screen saver, and firewall are often what stall DEFRAG/SCANDISK.)
NOTE: Any time you aren't running a firewall,
PHYSICALLY DISCONNECT FROM THE INTERNET (unplug broadband).
A better way to DEFRAG/SCANDISK is to start in Safe Mode.
When starting the computer, hold down the F8 key.
When the computer squawks, release it and shove it right back down.
From the menu that appears, select Safe Mode.
Run DEFRAG/SCANDISK from there.
When it's done, restart Windows (in Normal Mode).
The BEST way to start SCANDISK is in Real DOS.
Do the F8 trick, but select Command Prompt Mode.
You will get a black screen with text. Type
SCANDISK (Enter)
When it's finished, type
WIN (Enter)
NOTE: DEFRAG is a Windows-only program.
You can't run it from DOS.

This is easy. Try it.
Disable your firewall and virus software, if you have them. Then run defrag. When
finished, enable both the firewall and virus software.
This has worked for me, several times, when I experienced the same situation you
have.

Oops - sorry. Since I always go offline to do file cleaning, virus scans, etc. with
my computer, I just assumed everybody did so. I guess I deserve the slap-on the wrist.
