I am trying to clear the hard drive and reload Windows 98 second edition. What is the best way to do this?

Look for the work FDISK.

You haven't mentioned where your install files or Product Key are.
We're ASSuMEing you are legal and haven't lost anything.

Complete instructions: PC-911 Fresh Install

You can create a Win98 boot disk on any Win98 system. Select 'Add/Remove Programs' 
in Control Panel and then the 'Startup Disk' tab.

You can also download a small program from BootDisk.com. The standard version is
here: Win98 SE

Run the downloaded file on any Windows system, and it will create the boot disk for 
you.
