Registry Files Question

While reading my new book, Windows 98 Annoyances I came across a question not covered,
at least as I can see.
The Registry Chap 3
page 61 If the system is configured for one user the Registry is stored in two hidden
files User. dat and System.dat
page 63 says In addition to your two Registry files, System.ini and Win.ini Scanreg
can include other files in it's backup.
Is the Registry in User.dat/System.dat or System.ini/Win.ini ??

The main registry is in System.dat. All these files are backed up every day in C:\Windows\Sysbckup\rb000.cab
to rb005.cab all four files are in there. These are the ones that Scanreg restores.
