How can I prevent the movement of desktop icons?

I work with children with learning disabilities and would like to be able to prevent them from moving the icons about on the desktop. The machines that they use are running Windows 98SE. Does anyone have any ideas?

To lock down W98:

To simply rerarrange desktop icons back where they were:

Redundant copies (made e.g. by dragging and dropping onto an open File Manager)
will still exist.
