Maybe your modem's driver or your BIOS interferes. I've never worked with Regedit
to edit those settings. I've always used one of the many freeware programs that
do that. I used TZCB Connection Booster specifically but they all work on the same
settings.
Before attempting any of this tinkering with the block size and error checking you
should read this:
To put that in other terms you are in the situation of a Cleric in the D&D video
game, Dungeon Hack. Your lowlevel magic vision makes a new sword you've found glow
blue. That means it has magic strength to change the hit points of a strike from
the mundane. But since hits are randomized about an average, you can only guess
if it's an improvement. When you get the higher power True Seeing you some magic
swords will glow red! That means they magically decrease the average. Only if you
find a magic Scrying Glass can you tell the amount of hit points it adds.

That article has links to freeware programs such as EasyMTU that tweak those registry
settings. It also has links to download some free utilities which will graphically
show you whether your tweaking has increased throughput or whether it has merely
increased the 1-step-foreword-2-steps back caused by not enough error checking on
a bad phone line.
