I have to change from 98 to XP in order to use MP# player. What is the best and cheapest

Find yourself a reputable online Retailer, and do a Clean install iof XP Home, the
Disks cost about 85 bucks.

What do you mean by that? What program do you mean?
There are an awful lot of ways to play MP3s on Win98. It is apparently possible
(I haven't tried the method) to get Windows Media Player 10 to run in Win98.

I've heard that too, but who would want to run WMP 10, when WMP 6.4 does a perfectly
good job?
I admit I downloaded WMP 10 just to get my hands on the Fraunhofer IIS MP3 Professional
codec L3CODECP.ACM but I used an unzip program to extract that from the setup file,
without installing the program.
To play mp3 files in Win98, including streaming files, install any version of Winamp
5. I recommend Winamp v5.06 from http://download.oldversion.com/winamp506.exe

I agree so I can't answer that question. But apparently some people do.
Personally, I went to Media Player Classic.
And there's a ton of free stuff here:
