This problem only occured after I installed AVG so I think it's related. That's why I want to uninstall it but it won't let me. I don't know why but this AVG antivirus download cause the problem. This is the same as having fast shutdown enabled in msconfig IIRC - I never saw the logical connection myself between fast shutdown and fastreboot key value, with me thinking that these were two different functions entirely. She's running Win 98 "first edition" (the original release, a.k.a. "Win 98 Gold"); so her solution might not work for most people, who will be running Win 98 SE.
