If you don't see the words Safe Mode on the Desktop, you could just need to reinstall
the Video Cards Drivers.

If "Safe Mode" appears in all 4 corners of your screen, then you are in Safe Mode.
Otherwise, your video device driver is damaged/missing.
Either way, this is the 1st thing to try:
cache

++F8+Command.Prompt.Only+SCANREG/RESTORE

++SCANREG/RESTORE+5-backups.by.default

IF it does say Safe Mode in all four corners, you'll need to do some troubleshooting.
Safe Mode is a diagnostic mode. You can check some things to find out what's preventing
Windows from booting normally.
Often it's a device driver problem. Check all your hardware devices to see whether
there are any problems. Go into Device Manager... right click My Computer - Properties
- Device Manager tab.
Check for any duplicate or problem devices (with exclamation points). If there are
any, delete ALL instances of that device. Reboot and Windows will detect new hardware
and reinstall the drivers for the device/s.
Other possibilities to check, if that doesn't help:
Windows 98 Defaults to Safe Mode Even After Successful Start
Blocking Unwanted Parasites with a Hosts File
