Troubleshooter problem

I've attempted repair the Windows troubleshooter with no success. Evidently, there
were two MS critical updates that affected the t-shooter program. I ran the "fix"
(twice) from the link I give below, however it doesn't seem to repair the problem.
Anyone have any info on how I can get it working again?
