Windows fails to load, stuck on "splash" screen

Windows fails to load, stuck on "splash" screen

Ok, my other computer is currently down(im running linux on this one), but the way
it went down and whats wrong is a question i can't seem to answer. I didn't change
anything at all before the last shut down, all i did was burn a cd image for and
then i shut the computer down so i could install linux on this computer(using the
power and monitor and keyboard from the dead pc). nothing else was done on the computer
since the last shutdown/restart.
The most recent problem is this. after i shut it down and it sat for about 30 min,
i went to power it back up when my dad noticed it wasn't getting past the windows
98 startup or splash screen.
I have tried starting the computer in safe mode, the comp freezes like before.
i try to bypass the startup and run just the command prompt, and it freezes in the
dos application, never getting to the prompt.
i can access the startup menus before the splash screen where i can change different
options(typical F1 setup screen). I can view the boot log but it doesn't say anything
helpful. I can't boot from a cd because i don't have that cd, so thats out(for now).
Someone please help me! i don't know whats left to do.

If you have a Win98SE Boot floppy, try starting the Computer with the Floppy in the
Drive. At the A:\ type "sys C:" no Quotes; hit Enter.
Response should be "System transfered". Restart without floppy.
If that fails, restart to the boot options menu, select Command prompt only. At the
C:\ type, scanreg/restore.Hit Enter. You should see a list of the available Registry
Backups.
Choose one that is most recent, and is preceeded by "started" Follow prompts. This
should restore a good copy of the Windows Registry. Should see a message indicating
success. At the C:\, type "win", Enter
Post back with results.

i have a very hard time getting the command prompt up. I got it to display once using
the "command line only in safe mode", and even then it only loaded one time. if i
can get back into the command prompt i will try to restore a recent registry.
I may try to create boot disk, to run a ms dos OS if i cannot get any further here.

You can create a Win98SE boot disk on another Computer by downloading an ISO file
from this link.

Download to desktop, put a new formatted floppy in A:\ , open the file to create
the Boot Disk on the floppy.

Im in the command prompt

I am in the command prompt(took a while) but none of the useful commands are working.
It seems that there is a connection issue between the computer and the harddrive
somehow. i can DIR C: /p /o and find the contents of my hard drive, yet i can't seem
to access any of these. I can't even open a new directory prompt (like C:\windows\)
yet it shows that its there... so where does this leave me? bad HDD? i need lots
of information and pictures off this HDD so i can't just scrap it.
IDEAS?? thanks

Posting EXACT commands and EXACT error messages is useful.

If you can get into DOS you can run the DOS Scandisk to check your drive,
do a full scan.

Hi,
It is not clear what you mean by 'I cannot access these'. If you can DIR you should
also be able to copy your files to your floppy drive
eg copy c:\windows\myphotos\wife.jpg a:\ this will copy the wife.jpg to your 'a'
drive (floppy). How are you trying to access c:\windows dir. Try typing cd windows
at the c prompt. this should take you to a prompt c:\windows. Then type dir and
enter
