Then when I press CTRL-ALT-DEL, I see the ACCORD32 says it's not responding. These documents may require the latest Adobe reader, but I don't think the latest versions of Adobe reader are Windows 98 compatible. Any advice?

A pox on those who would force you to use a specific version of a specific app.

which are already read-only by nature.

Yup.  Advocacy for Foxit has also been strong other places I have visited recently.
(Notably blazingly fast performance.)

Other PDF readers are available as well:

The solution may be as simple as uninstalling the Adobe Acrobat Reader, rebooting, and then reinstalling it.

Or install an older version if you prefer.

Choose an old version of the Acrobat Reader from http://www.universitario.com.br/dti/downloads/pdf/acrobatreader/

Foxit does have problems. It is a bit like using Firefox. It works most places, but at times you need IE. I could not print up some Tax Documents with Foxit Reader. I had to use Adobe 6 or newer. Even a old version of Adobe on My old Win ME PC wouldn't work until I got a newer version of Adobe for the Tax Documents. Was a bit irritating.

You can have Foxit set as the default PDF reader, and keep whatever version of Adobe Reader you want installed as a backup.

Versions of Adobe Reader that work well on 98 (ex.= version 5) have some security holes left, which is why you should use Foxit as the default reader, especially for opening PDF web pages.

My 4000+ has ONLY Foxit 2.2 installed, and it's opened every PDF I've tried, including all of my tax documents from 1999 to 2006!
