Hi Tom.
Well as a general rule before you install any operating system you wipe the drive
clean with Format. You need Format.com on your boot disk along with the newer version
of Fdisk if you need to partition the drive.
You need to boot disk with CD Rom drivers so you can access the CD drive to install
Win98. You can get these from Boot Disk. You
set the BIOS so it boots up from the floppy disk first with the boot disk inserted
and at the A: you just type D: or what ever you CD Rom dive letter is then enter.
Then type Dir to see all the files on the root of the Win98 CD in the drive. If thats
ok then go back to A:, type A: then enter and type Format C: and that will
format the drive clean.
Once formated you type D: and enter then Setup to start the install of Win98.
Everytime it installs it checks the drive for errors. If it still throughs up a Scandisk
error and you want to do a full Scandisk of you drive for damaged sectors. You need
to run Scandisk of the Win98 CD.
Type in D: and enter.
Type Cd Win98 and enter then just type Scandisk and follow the instructions.

There are two flavors of windows 98 install cd's: one is an upgrade and the other
is a full install. If you are using the upgrade cd then you must have an older OS
running on your computer (or else a genuine Microsoft cd with the older OS on it
for validation) in order to install. With a full install cd these things don't matter.
From your description it's impossible to give a meaningful answer to your problem,
but there is one thing to keep in mind: if you are using a pirated cd it may never
install.
