Can NOT reboot

I'm using the HD from my (dead) Inspiron 600m on a Sony PCG-GRV550 laptop. After
Win98se re-detected everything, i noticed it will NOT do a soft reboot (i.e. choosing
Shut Down--> Restart computer) However, if i hold the SHIFT key while i do the above,
it does goes to DOS saying "Windows is now restarting..." Ironically, it shuts down
fine. I know it's not a serious problem, but it's still an annoyance, nonetheless.
Any idea what's causing this?

Shut down box problems come from two places, the settings in Windows' Control panel
and the settings in the CMOS Memory Setup screens otherwise known as the BIOS. Set
both of those the way that this computer needs them to be and then remove all items
having to do with Power Management under System Devices in the Device Mangler tab
of System Properties of My Computer. Reboot to allow Windows to redetect the new
items with their new settings and then you should be at step one for the very first
time.
Repost any other problems. Are you aware that many Laptops have unique Windows versions
that often can't/won't run on any other machine? This due primarily to custom drivers
for CD-ROM drives, Power Management hardware, LCD displays, on and on and on. There
won't be any usable solution or workaround if this is your real underlying problem
- you can then only restore your OS from the Restore CD for your particular Laptop.

What, in particular, are settings in Control Panel i can adjust? Unfortunately, the
BIOS on the PCG-GRV550 has little options for me to set, do you have any in mind?
Both the Inspiron 600m and Sony came with XP, so it can't be any "proprietary" issue,
especially since i installed 98SE from scratch on the 600m with the retail CD. The
issue is only getting worse...pressing CTRL+ALT+DEL to restart, freezes the PCG-GRV550.....this
even happens in Safe Mode! I also installed the Intel Chipset drivers (v4.30.1006),
but that did NOTHING. What else can i do?

Portables are very proprietary. Doesn't matter what operating system you use, even
when it's the same. It is still customized by the manufacturer on portables. They
were both shipped with XP, not Win 98, so you are trying to run an old operating
system on newer hardware that it wasn't designed for. Drivers are very proprietary
on portables and are added by the manufacturer. Rarely will any version of Windows
have the exact drivers needed for a portable machine. You would have to see if the
manufacturers of the machines have Win 98 drivers and customized utilities (that
most are shipped with) for that model and operating system on their websites. If
not, you are wasting your time at this point.

hi my compuer crashed it has regestry issues. can i reboot some how.windows 98

Actual error messages are useful.
In your case, a spellchecker would also be useful.
Proper use of capital letters and punctuation are appreciated as well.
