Good virtualizer to run 98

What's a good virtualizer to run Windows 98 on? I've tried VirtualBox (the screen
goes black after a certain part of the install and doesn't show again) and VirtualPC
2007 (same, but because of its thumbnails, I can tell it's doing something). I'd
like something that will run on a Windows 2000 or Linux host (unlike VPC2007), but
that isn't necessarily required.
I've only found 3 free programs: VirtualBox, VPC2007, and VMWare Player (which, I
am lead to believe, only -runs- guests, but can't create them). Are there any other
good ones out there? Or is there an easy solution to my black screen problem?
