windows will not update

when i try to update windows, it will not work. I dug deeper and found that i could
type in certain "codes" in the START-RUN-TYPE area. "regsvr32mssip32.dll" is what
i typed minus the quote marks, and it said that the library failed to load. other
commands i entered loaded fine, just not this one. my guess is that is what is preventing
me from updating. any suggestions what to do?

I know this seems rather simplistic, but; if I understand your question correctly,
Windows 98 is no longer supported with updates.

There are a lot of people who believe that Windows Updates are no longer available
for Win98/Win98SE but they are wrong.
The problem I see is you are Using commands for WinXp while trying to update Win98.
Im basing this on info from the Link below.

That is called the Run Box.
Your guess is wrong, Win98 does not have that file so it's no wonder you could not
register it properly.
Explanation of
Regsvr32 Usage and Error Messages
A more probable reason the WinUP site is not working for you is because you are probably
not using IE 5.50 SP2 or IE 6.00 SP1 which are now required in order to access the
Update site with Win98. Install either version of IE and use it for access to the
site and it should start working for you. IE only at the WinUP site - mozilla or
any other browser won't work there.

Microsoft IE 6.00 SP1
Download the updates and save them to CD so that you can update your next re-installation
of Win98 next time by going to the Windows Update Catalog site.
