When I do a rebuild on my Win98SE I only have 2 a 256 colours available initially. Then I install my graphics card drivers and I have 16, 256, High Color (16bit) and True Color (32bit). My old graphics card had True Color (24bit) as well. Try downloading some updated drivers for your graphics card. You could burn the drivers to a CD.
