I'm trying to get an old system working for my 4-year-old to play CD-ROM games on, which require 256 colors. I could burn a CD with this one, if necessary, but the older one has a dial-up, and I'm using cable.

Hi Ben.

This will depend on your graphics card the number of colours it supports.

When I do a rebuild on my Win98SE I only have 2 a 256 colours available initially. 
Then I install my graphics card drivers and I have 16, 256, High Color (16bit) and 
True Color (32bit). My old graphics card had True Color (24bit) as well. 

Try downloading some updated drivers for your graphics card. You could burn the drivers 
to a CD.

http://www.geocities.com/bearwindows/vbe9x.htm This site has generic VESA drivers that should work if you can't find dedicated video card drivers.
