Error Loading GDI.EXE You must reinstall windows

Error Loading GDI.EXE You must reinstall windows

I have a Emachines PC with Windows 98 SE, I deleted some programs a couple days ago.
I restarted but this is where i run into problems.
The first thing that comes up when it comes on is the Emachines screen.
Then it goes to the AMBIOS System configuration screen, this is where it shows all
the pc specs.
Next screen is the Windows 98 Startup
It has the following message bellow the options-Warning: Windows did not finish loading
on the previous attempt....and so on.
I chose to go into safe mode since it was recommended but then the next screen has
a message that says error loading gdi.exe You must reinstall windows. Then it turns
off.
I tried reinstalling windows with the restore cd but in the AMBIOS window it has
a "Searching for boot record from Cdrom.......OK" but then it does not do anything
else.
If I skip the boot from cd rom it goes to the Windows Startup window again. If I
choose anymode it has the following message: The following file is missing or corrupted
C:\CDROM\OAKCDROM.SYS THETHERE IS AN ERROR IN YOUR CONFIG.SYS FILE ON LINE 6
I have read online that I may need a floppy disk with the windows 98 boot disk files
so I can reinstall Windows since it does not want to read the cdrom.
Any help is appreciated, I have been online for the last two days trying to find
a solution and I just get more confused.

I tried this but when I enter md "c:\windows\fonts it tells me it can't be created.
Am I typing it in wrong?

I don't know where your at, but if your not at C:\ then at the prompt type cd C:\
and hit enter. (no quatation marks around anything) You should see C:\
If your there, type.........
md C:\windows\fonts\
The last slash mark will create the folder if it isn't there.

Restore CD - is it that rather than a window 98 install CD?
Have you got hold of a win98 boot floppy yet (www.bootdisk.com good place if not)?
Only any use if you have a win98 install CD to start install.
It is possible you have a hardware problem (RAM, mobo, processor etc dying) - in
which case you won't have any joy till you sort that.

An easy hardware check is to boot to a Linux CD:
cache of http://www.frozentech.com/content/livecd.php?sort=ImageSize&showonly=desktop
The smaller ones are at the bottom of the page.
