MSVCR71.DLL Problem?
Thursday, February 5, 2009 at 11:25 am Posted by Zachery Speight

Hi,
I tried to search the board for solutions to my problem, but don't seem to see it,
so here goes. Please forgive me if I have missed the answer somewhere here.
When I reboot my computer, the message" msvcr71.dll was not found". The thing is,
I checked the location---c:\windows\system---and the file is there. So, I renamed
it msvcr71old.dll and then downloaded a new one to that location and deleted the
old. Rebooted and the same message came up again. Now, the location---c:\programs\yahoo\pager---is
the same. It's like my computer is not seeing the two msvcr71.dll files during boot
up.
I'm running windows 98se and my computer is old as dirt---bought it Nov/1999. Thank
you for any help.

Here's how your post looks:

If you had fewer things loading at Startup,
it would be easier to troubleshoot Startup problems.
http://www.annoyances.org/exec/forum/win98/1127247347
|...the message" msvcr71.dll was not found".
|
It would be nice if Windoze error messages
would include the full PATH to what it is looking for.
|The thing is, I checked the location---c:\windows\system---and the file is there.
|
It would also be nice if Windoze would use a *common* set of dependencies files
(as Linux does)--instead of allowing each app to install its own copy
and ending up with a dozen copies of the SAME file scattered all over the HDD.
|So, I renamed it msvcr71old.dll
|and then downloaded a new one to that location and deleted the old.
|Rebooted and the same message came up again.
|
Are you **sure** that that PATH is the one the app is looking for?
|Now, the location---c:\programs\yahoo\pager---is the same.
|
I don't understand what you are trying to say.
Try again using more words or arranging the words differently.
|It's like my computer is not seeing the two msvcr71.dll files during boot up.
|
Again, you are ASSuMEing that those are all the possible PATHs being sought.
The first thing I'd do is run MSCONFIG (link above).
After that, start apps **as you need them**.
Windoze's Startup time will be improved and troubleshooting complexity reduced.
If you suspect an app (Yahoo's) is throwing the error,
uninstall that app and reinstall it.
The dependencies should be reinstalled--and in the locations the app requires.

Well msvcr71.dll doesn't register and if its in your C:\Windows\System folder then
it should find it.
msvcr71.dll is for Microsoft® C++ Runtime Library which is used on most Windows applications.
Is there anything else not running apart from Yahoo?

The correct way to rename a file to old, is to make .old the file extension, e.g.
msvcr71dll.old
Something in your startups must rely on that .dll file. It may just need to be re-registered.
To do that, go to Start | Run
In the open box, type regsvr32 msvcr71.dll
Hit Enter. You should get a message it's been successful.

I tried as suggested, and I received this message saying, "LoadLibrary("msvcr71.dll")failed.
GetLastError returns 0x00000002. I also wonder if this is connected to why my MS
Office will not open up but only in safe mode? Thank you.

Msvcr71.dll is used by Microsoft Office version 2002 & 2003, but also by some non-Microsoft
applications.
On my Win98SE system the file stamp is 12/19/2004 at 5:29 p.m. One other .dll file
with the same date and time is msvcp71.dll.
You might try checking to see if you have msvcp71.dll
and if it matches the date and time for the copy of msvcr71.dll that you downloaded.
If the date does not match, look for which program has the same date and time as
your version of msvcp71.dll. (You can't match to msvcr71.dll because you inserted
that yourself.)
On my system msvcr71.dll appears to be associated with AVG Free 7.5 which, though
uninstalled, left behind an empty file folder and AVG Free Virus Vault.lnk with that
date and time stamp.
If you have installed and then uninstalled AVG, use the registry part of Ccleaner
and see if remnants of AVG are still in the registry.
If so, install AVG 7.5 Free again and see if that fixes the error message.
If so, use task manager to be certain no part of AVG is running when you uninstall
the program. It might be wise to uninstall while in safe mode.

That DLL file is part of Visual Basic C Runtime library 7.1 and is included with
any program written in that particular programming language.
You may have several copies of it in various locations, in whatever directory the
program/s are installed in. Reinstall Pager if that's a problem, since adding a copy
in it's directory didn't help. As for Office only loading in Safe mode that doesn't
make any sense.
Had you recently uninstalled a program, before that error message started coming
up? It's possibly something still listed in your startups, that no longer exists
and was only partially removed. That includes malware.
Otherwise, to eliminate that message at startup, you need to eliminate the associated
program from startup. Uncheck everything loading at startup, leaving only necessary
apps, e.g. firewalls or AV programs.

When I tried to reinstalled AVG 7.5, I get this message---"Local machine: installation
failed
Initialization:
Error: Checking of state of the item file msvcr71.dll_W9x failed.
File opening failed. %FILE% = "c:\windows\System\msvcr71.dll"
Permission denied". I do believe that AVG is the reason for my problems---can't
open up MS Office without getting this message "The operating system is not configured
to run this application". But Office will open in safe mode. Thanks for any solutions.

It seems to me the logical thing to do is to get rid of AVG, if you think it's the
cause of the problem, or post on AVG's support forum. I don't have a link on hand,
but a simple Google search for AVG forum, will no doubt get you there.
We can't help with the re-installation problem. Of course, AVG isn't the only AV
program out there. Try Avast.

Hi Zachery - You did not give much feedback about what you have done.
Did you try the registry scan using CCleaner?
Did you find any remnants of AVG still on your system?
Did you find msvcp71.dll on your system?
Did you reinstall AVG while in safe mode? What version did you install? Is it the
same installation file you used originally?
Since you are also having problems with MS Office,
have you tried to reinstall that?
Take a look at the following thread on the AVG Free Forum:
