If the Hardware is decent, then you would be advised to do a Clean Install of XP.
XP seems to inherit problems when doing a Upgrade install. For example any Virus
you have with 98, will remain intact after upgrading.
You don't need a Floppy
to format the Hard Drive with XP. The Format tool is built into the CD. You Boot
From the CD, like you would Boot from a Floppy.
If the Computer Hardware
is also Windows 98 Vintage Hardware, then I would forget about installing XP really.

Format the Windows Partition at least. When Booting from the XP install CD, the First
Screen you come to you choose to Delete the old Partitions. That wipes out all the
old Data. Then next Screen A new Partition is created, and then the Format option
comes up, when that completes the Install Starts.
I have installed XP on lots
of crappy old Hardware, and guess I would say I recommend 512 Megs of Ram, and a
1 GHZ cpu. Any less you wind up with a slow frustrating to use PC, though if you
just do email, and Web surf it may be usable. You can find lots of Web sites on the
topic.

Hardware that was built in 1998-1999
probably *won't* have device drivers available
for a M$ OS[1] produced AFTER that.

If your Windoze install is screwed up, it could well be due to an infection.[2]
Not only should you FORMAT the disk,
you should also FDISK the partition to clean out any boot sector viruses.
...and questions about XP belong in the XP forum.
[1] OTOH, FREE Linux **loves** old hardware.
[2] Linux isn't susceptible to infections the way Micros~1 crap is either.
