Oh, my answer is: Switch to Firefox. It doesn't immediately connect to the internet.

Nope. On closer examination I always had my settings on Never Dial. I guess I was
afraid of some malware using IE to communicate with something out there and
needing an end run around the firewall.
BTW, I have my firewall set to block IE altogether. On the few occasions I have
needed it I have unblocked for a session and blocked it later.
Outlook Express, too.

Ya, firefox and most other well behaved browsers don't connect behind your back,
I use k-Meleon unless I'm on an in depth project and need zocoro and all the research
bells and whistles. I want "off by one" as my default for its speed but can't accomplish
that.
Getting back to unasked for connections, ahem. Over the years it's surprising to
me anyway, how many times I've left a machine for a substantial time only to find
my phony connection onscreen, activated, and trying in vain to fulfill its purpose
when I get back. Sometimes the offenders are surprisingly obscure, othertimes not,
and usually it's just a matter of changing a default setting to fix the problem,
but not always. It always makes me chuckle anyway, like "Gotcha ya little bugger."

Yup, me too, and I treat many other progs that way as well,
I'm extreme I suppose in that my hobby is test driving new software, and so I may
have any amount of new code on any given machine in a week. This is bound to lead
to slight problems now and then. Setting up a phony default connection protocol at
least gets rid of some the unknown "incoming" problems.
From what I understand later versions of MS win are much worse than 98se in this
regard. I am playing with Knoppix these days to see if it can do some of the few
things 98 can't.

i didn't see any answer.
most browsers are pretty much the same.
go into tools select preferences or internet options.
you will see a box which will allow you to start your
browser with options
blank page , home page, etc.
make the selection you want
close the window. using the command at the bottom of the page.
get out of the browser.
restart the browser
hopefully all will be well.
