I can't play my cd's because I'm missing this file...think it's related to a registry problem. Should I handle this as a separate issue or fix the registry first and see if it comes back?

Have you actually used Find; Files and folders to see if it exists?

Try a Registry repair and if that doesn't work, uninstall the app and reinstall it.

Did you try the tools Windoze **already** has?

As gewg says is this the same problem as your missing Shell32.dll?

Now it depends on what you want to use to play sound files, MP3's, Video's etc but 
I would suggest you do a web search Windows Media Player 9.0. You can download 
it of Microsoft. Or if you prefer WinAmp then download a version that suits Win98.

A great number of people have reported in this forum
that they can't get WMP9 to work under W98.

Keith is one of the few who got it to work
and he is the *only* one who continues to recommend it.
WMP7 is the last M$ crap to work reliably under W98.

...and the fact is that (especially for Win9x)
M$ media players are THE WORST of the lot.
VLC and Mplayer are superior--even to Winamp.

...and all 3 of the latter are Free Software
--as opposed to M$'s garbage that is notorious for pulling arrogant crap like
cache

Well its always worked for me when I've done a rebuild, never failed to install and 
run all file formats. As I've said if he likes WinAmp then download a Win98 compatible 
version.

I don't recommend really because I don't use it that must and I configure mine to 
suit my needs.

Reinstall Winamp, I think the new version doesn't work with 98. I use to use Version 
2.95, had none of the bloat that the newer Winamp Versions have
