Window Pop Up at Start-Up

A while ago I had a boot locker type program for my computer (win98). It would display 
a pop up saying something like "This computer is being monitored" right after the 
windows loading screen and right before the desktop loads up. After being unsatisfied 
with this program I uninstalled it, but the window pop up never went away.Its quite 
annoying. It doesn't appear in Programs\Start Up and I have no idea how to get rid 
of it.

Could some please help me in getting rid of this pop up?

There are many "startup" programs besides the ones in the StartUp folder. Go to Start > Run and enter msconfig to open the System Configuration Utility. Look in the Startup tab for the problem entry and uncheck it.
