Grayed Out Menu Options

I am running Windows 98 Second Edition.  All of a sudden I can no longer right click 
on the Start bar and click on Explore or Open.  They are both grayed out.  This is 
also happening in IE 5.0 Browser.  The File>Send> options are also grayed out.  Any 
help would be appreciated.

Do you have TweakUI?

If so ensure that ALL drives (A to Z) are checked, even if you are not using them.
