allowing or disallowing more than one instance of an application depends on how the
application is built and probably cannot be easily changed (unless there is an option
in the applications preferences. winamp has the option, for instance).
to bring back an application that is currently running, click its button in the taskbar
or its icon in the system tray. alternately, you can quickly switch between running
applications that have buttons on the taskbar by holding down the alt key on the
keyboard, then hitting the tab key to cycle through the icons.

Try using a shareware program like CustomStartUp.
Easy to handle the startup programs.
